Origins & History

The First State Series was created in September 2003.  It is a separate organization under the umbrella of the RNC Winning Women Initiative.  The First State Series was modeled after the successful Richard G. Lugar Excellence in Public Service Series that was created in 1990 in Indiana.  The concept quickly expanded to other states, and Delaware is the eleventh state to have this series.
